nd I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions,

This Ordinance has been passed in accordance with the in- -structions of His Majesty's Principal Secretary of State for the The Colonies contained in his Despatch of the 3rd February 1911. Principal Ordinance was based on a draft enclosed in His Majesty's Principal Secretary of State for the Colonies Despatch No. 62 of the 7th April 1905 which contained the words omitted, owing to a misunder- -standing, from the Principal Ordinance, and now restored by this

amending Ordinance.
